• Amends the Collection Agency Act to require applicants and licensees to provide valid email addresses to the Department and notify it of any address or email changes within 14 days through the Department's website or multi-state licensing system.

• Authorizes the Secretary to require participation in a third-party multi-state licensing system for licensing purposes, which may charge applicants an administration fee.

• Allows notice of disciplinary proceedings to be served by personal delivery, mail, or email to the applicant or licensee's address of record or email address of record.

• Modifies language regarding license restoration (replacing "reinstatement") and eliminates the requirement for annual trust account financial reports from collection agencies.

• Removes the Department's duty to maintain and provide rosters of licensees and persons with suspended, revoked, or denied licenses, and eliminates provisions requiring transcript fees for rehearing motions.
