IL HB2812

Amends Illinois Public Aid Code to require cellular telephone companies and wireless carriers to provide location information about putative fathers and noncustodial parents to the Child and Spouse Support Unit for child support establishment and enforcement purposes.

Defines "location information" to include home address, home telephone number, cellular telephone number, and e-mail address, but explicitly excludes real-time or historical location tracking information.

Requires employers, labor unions, cellular telephone companies, and telephone companies to respond to location information requests within 15 days, with penalties of $100 per day for willful failure to respond after the deadline.

Provides civil liability protection for companies disclosing location information under this Section, except in cases of willful and wanton misconduct.

Clarifies that "cellular telephone company" includes cellular or wireless carriers and providers, but excludes pre-paid wireless carriers or providers.
