• Establishes an expedited long-term care eligibility determination system to reduce eligibility determinations to 90 days or fewer by July 1, 2014, administered jointly by the Department of Human Services, Department of Healthcare and Family Services, and Department on Aging.

• Requires a streamlined application and enrollment process by December 31, 2015 that minimizes applicant burden, integrates online data sources to reduce required information, and provides online alerts for missing or incomplete information.

• Authorizes vouchers up to $50,000,000 in advance payments to nursing facilities by June 30, 2014 to address outstanding Medicaid liabilities for pending applications, with recoupment schedules of 3 or 6 equal monthly installments ending by June 30, 2015.

• Mandates nursing facilities submit all medical assistance applications online via the Application for Benefits Eligibility (ABE) website within 30 days after completion of 3 regional trainings, including scanning and uploading required forms and supporting documentation.

• Requires the Auditor General to report every 3 years beginning July 1, 2017 on department compliance with federal Medicaid long-term care eligibility requirements and the accuracy of monthly pending application reports posted on departmental websites.
