IL HB2820

Establishes a Farmers' Market Task Force of at least 24 members appointed by legislative leaders, state directors, county health officials, farmers, and agricultural representatives to develop statewide regulations for farmers' markets.

Directs the Department of Public Health and Department of Agriculture to adopt uniform administrative rules for food safety, sanitation, and labeling at farmers' markets in consultation with the Task Force.

Prohibits local health departments from creating sanitation guidelines more stringent than state regulations, while preserving local authority over licensing, permits, and enforcement for commercial and processed foods.

Requires the Task Force to review current statutes and rules governing which products and practices are permitted at farmers' markets and to issue annual reports with regulatory recommendations, with the first report due by December 31, 2012.

Establishes uniform statewide requirements including maintenance of potentially hazardous foods at 41 degrees Fahrenheit or below and allows shared handwashing stations among vendors, preventing local governments from charging fees for cooling equipment.
