HB2825 Summary

• Extends energy efficiency and demand-response plans for electric utilities serving more than 500,000 retail customers through December 31, 2017, with pro rata increases to goals and budgets to reflect 7 additional months of operation.

• Creates new Section 8-103B establishing cumulative persisting annual savings goals for large electric utilities (21.5% by 2030) and medium utilities (16% by 2030), with performance-based return on equity adjustments ranging from -200 to +200 basis points.

• Requires implementation of energy efficiency measures targeted at public sector facilities to prioritize contracting with State public universities and community colleges that have experience serving public sector energy efficiency programs.

• Permits electric utilities serving less than 3,000,000 retail customers to implement voltage optimization measures with 15-year measure life and allows cost recovery through automatic adjustment clause or energy efficiency formula rate.

• Modifies gas utility energy efficiency plan filing schedules, changing from 3-year to 4-year planning periods beginning January 1, 2018, and requires continued programs for low-income households.
