Creates new criminal offense of operating uninsured motor vehicle causing great bodily harm, permanent disability, or death as a Class 4 felony with minimum $10,000 fine for first offense.

Elevates offense to Class 3 felony with minimum $20,000 fine for second or subsequent conviction of operating uninsured vehicle causing great bodily harm, permanent disability, or death.

Mandates driver's license revocation under Section 6-205(a)(19) for conviction of operating uninsured vehicle causing great bodily harm, permanent disability, or death; second or subsequent conviction results in lifetime revocation of driving privileges.

Changes threshold for second violation of uninsured vehicle operation from third to second offense for business offense classification with $1,000 fine.

Increases penalty fine from $2,500 to $3,000 for persons previously convicted of violating Section 7-601 (uninsured vehicle statute).
