Amends the Common Interest Community Association Act (765 ILCS 160/1-20) to establish a deemed approval process for mortgagee or lienholder consent to community instrument amendments.

Mortgagees or lienholders of record are automatically deemed to have approved or consented to amendment requests unless they deliver a negative response within 35 days after mailing of the request.

Applies identical deemed approval provision to the Condominium Property Act (765 ILCS 605/27) for amendments requiring mortgagee or lienholder approval.

Streamlines the amendment approval process for condominiums and common interest communities by eliminating indefinite waiting periods for lender consent.
