IL HB2864

Creates a legislative scholarship task force composed of 20 members (5 from House Speaker, 5 from House Minority Leader, 5 from Senate President, 5 from Senate Minority Leader) to review and award scholarships beginning in the 2018-2019 academic year.

Provides 8 scholarships per representative district annually to nominees who are U.S. citizens or eligible noncitizens, residents of their representative district, and enrolled or accepted at a public Illinois university.

Exempts scholarship recipients from tuition and most fees (matriculation, graduation, activity, term, incidental fees) for up to 2 semesters per academic year, excluding book rental, service, laboratory, supply, and insurance fees.

Allows scholarship recipients to receive renewals for up to 8 total semesters if they maintain eligibility and satisfactory academic progress as determined by their university.

Requires applicants to submit a formal application and supporting documents as determined by the task force, with students able to request reimbursement for covered fees within 2 months of paying them.
