Amends the Illinois Highway Code by adding Section 4-107 to establish misrepresentation prohibitions for the Department of Transportation.

Makes it unlawful for the Department of Transportation, its employees, and agents to knowingly falsify, distort, or misrepresent facts related to Department projects.

Prohibits misrepresentation concerning plans, maps, specifications, costs of construction, bids, or contracts for any Department project.

Covers misrepresentation of facts about character, quality, cost, or quantity of materials used or to be used in construction.

Covers misrepresentation of facts about quality, cost, or quantity of work already performed or to be performed, and related costs.
