Amends the Illinois Vehicle Code to authorize the Illinois Department of Veterans' Affairs to issue "In God We Trust" special license plate decals.

Sets original issuance fee at $20, with $5 going to the Illinois Veterans Assistance Fund and $15 to the Secretary of State Special Plate Fund.

Sets renewal fee at $20, with $18 going to the Illinois Veterans Assistance Fund and $2 to the Secretary of State Special Plate Fund.

Allows decals to be affixed only to passenger vehicles of the first division, including motorcycles and autocycles, or motor vehicles of the second division weighing not more than 8,000 pounds.

Plates expire according to the multi-year procedure established in Section 3-414.1 of the Illinois Vehicle Code.
