Secretary of State shall develop a 5-year pilot program in cooperation with State Police, beginning 6 months after the act's effective date, allowing school buses to operate on the shoulders of State highways for transporting students to and from school-related events.

Secretary of State shall coordinate with the Department of Transportation to establish rules covering highway selection, operating hours for shoulder use, and placement of signage indicating times and locations of school bus shoulder operations.

Secretary of State must file a report with the General Assembly 2 years after the program begins detailing overall program effectiveness, benefits to the State, and cost projections for statewide implementation.

Act automatically repeals on December 31, 2022.

Act takes effect immediately upon becoming law.
