Changes the definition of "tablet computer" in the Electronic Products Recycling and Reuse Act to require a touch-screen and video display screen greater than 4 inches in size instead of 6 inches.

Adds "or tablet" to the definition of "computer" to clarify that tablets are included within the scope of the Act.

Defines "mobile telephone" to mean a cell phone or smart phone, with separate definitions provided for each term.

Defines "cell phone" as a wireless device with the primary function of making or receiving calls without a physical connection to a network.

Defines "smart phone" as a cell phone with a mobile operating system capable of running downloaded applications and using a touchscreen video display with optional supplemental interface devices.
