Illinois State Toll Highway Authority must base speed limit changes on engineering and traffic investigations, with Department concurrence and appropriate signage required.

For speed limit decreases, General Assembly approval is required before the Authority's regulation becomes effective.

Heavy vehicles (second division weighing more than 8,000 pounds) cannot have speed limits set more than 10 miles per hour below the highway's maximum speed limit.

Beginning 12 months after enactment, absolute maximum speed limits on toll highways are 70 mph for most routes and 60 mph for Interstate 294 and the portion of Interstate 94 between I-294 and U.S. Route 41.

Electronic speed-detecting devices cannot be used within 500 feet beyond speed limit signs, and evidence obtained in violation of this restriction is inadmissible in speeding prosecutions.
