HB2940 Summary

• Department of Transportation cannot authorize automated traffic law enforcement systems on state highways unless municipalities/counties provide proof of statewide safety improvements from such systems.

• Department shall not consider the number of potential or actual violations when approving automated traffic law enforcement systems.

• Applies only to Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties and their municipalities.

• Municipalities/counties must conduct statistical analysis of safety impact for 36 months after system installation and publish results publicly; if accidents increase, must take additional studies and corrective action.

• Compensation for automated traffic law enforcement systems must be based on equipment value or services provided, not on number of citations issued or revenue generated.
