Creates the Collar County Property Tax Reform and Relief Task Force with 9 members appointed by legislative leaders (3 from Senate President, 2 from Senate Minority Leader, 2 from House Speaker, 2 from House Minority Leader).

Task Force shall study the property tax system in DuPage, Kane, Lake, McHenry, and Will Counties and investigate methods to reduce reliance on property taxes and identify alternative funding sources.

Task Force members serve without compensation but are reimbursed for reasonable and necessary expenses from appropriated funds.

Task Force shall submit findings and recommendations to the General Assembly no later than January 1, 2020.

Department of Revenue provides administrative support; the Task Force is automatically repealed on January 1, 2021.
