Adds requirement that Illinois Commerce Commission determine proposed utility construction promotes public convenience and necessity only if existing customers will not subsidize costs of new facilities beyond refundable or nonrefundable payments from new customers.

Prohibits gas utilities from recovering plant addition costs exceeding new customer payments through cost-recovery mechanisms that allocate excess costs to existing customers.

Directs Commission to initiate investigation within 60 days reviewing each gas utility tariff providing gas main extensions without charge to new customers beyond default limits specified in administrative code, with authority to modify or cancel tariffs allowing customer subsidization.

Requires Commission to initiate rulemaking within 60 days to establish uniform method for natural gas utilities to determine value of gas main extensions provided to new customers without additional charge.
