HB2956 Summary

• Creates new Section 356Z.25 of the Illinois Insurance Code prohibiting health insurers from requiring covered individuals to first use non-abuse-deterrent opioid analgesics before covering abuse-deterrent opioid analgesic drug products.

• Applies to group accident and health insurance policies that provide prescription drug coverage and amend, deliver, issue, or renew on or after the effective date.

• Defines "abuse-deterrent opioid analgesic drug product" as brand or generic opioids approved by the FDA with labeling claims indicating abuse-deterrent properties.

• Extends the abuse-deterrent opioid requirement to state employee health benefits, county and municipal health insurance plans, school employee insurance, Health Maintenance Organizations, Limited Health Service Organizations, and Voluntary Health Services Plans.
