Prohibits sale of coal tar sealant products at wholesale or retail starting January 1, 2018.

Prohibits application of coal tar sealant products on driveways, parking areas, playgrounds, sidewalks, bike trails, and roadways starting July 1, 2019, with exemption for highway structures.

Defines coal tar sealant product as any surface-applied sealing product containing coal tar or related compounds with specific Chemical Abstracts Service numbers.

Allows cities and counties to adopt and enforce ordinances related to the coal tar sealant prohibitions.

Violations are enforceable by administrative citation with penalties up to $1,000 for first offense and $5,000 for second offense.
