• Increases monthly 9-1-1 surcharge from $0.87 to $1.30 per network connection for telecommunications carriers and per CMRS connection for wireless carriers, with at least $0.87 deposited into the Statewide 9-1-1 Fund for distribution to local Emergency Telephone System Boards.

• Surcharge does not apply to pay telephone services and excludes state and local taxes from the surcharge amount.

• Establishes grant distribution prioritizing Emergency Telephone System Boards that receive disproportionately large numbers of ambulance or emergency medical service dispatch 9-1-1 calls based on population served, using data collected annually by the Department of State Police.

• Extends the repeal date of the Emergency Telephone System Act from July 1, 2017 to July 1, 2022.

• Effective immediately upon becoming law.
