Reduces the advance ballot request period for U.S. Service members, Armed Forces members, and their spouses and dependents from 10 days to 5 days before election for mailed ballots.

Allows ballot requests to be submitted less than one day prior to election if the ballot is to be sent electronically.

Permits electronic transmission (facsimile or electronic) of ballot requests and delivery for Armed Forces members and their families, in addition to existing mail and in-person methods.

Repeals Sections 20-13 and 20-13.1 of the Election Code concerning special applications for votes by mail and special voter applications.

Takes effect immediately upon becoming law.
