Establishes the State Agency Student Worker Opportunity Act to create internship and student worker opportunities for disadvantaged youth in state agencies.

Defines "qualified applicants" as individuals age 21 or younger who are or have been dependent children in foster care, homeless youth, or court-involved youth, and are qualified for the position.

Requires state agencies to notify the Department of Human Services, Department of Juvenile Justice, and Department of Children and Family Services whenever they have internship or student worker job openings.

Mandates these three departments take steps to notify qualified applicants of available internship and student worker positions and document both the notifications and notification efforts.
