Repeals Section 5-530 of the Civil Administrative Code of Illinois concerning state government provisions.

Removes the Agricultural Export Advisory Committee from the Department of Agriculture's export consulting service responsibilities while maintaining the Department's cooperation with the Department of Commerce and Economic Opportunity on export services.

Eliminates a blank line item (item 9) in the Agricultural Premium Fund's allowed uses that previously covered Department of Agriculture expenses under the repealed Section 5-530.

Maintains all other functions of the Department of Agriculture regarding export consulting, grade standards development, product certification, foreign importer outreach, and value-added agricultural product assistance.
