Expands eligibility for half-staff flag displays to include military members who die during on-duty training for active military duty, in addition to those killed by hostile fire.

Allows any State or Federal entity, agency, or person to notify the Governor of a military member's death by hostile fire, not solely the Department of Veterans' Affairs.

Requires flags to be displayed at half-staff on the funeral day and the 2 days preceding it for eligible deaths of military members, law enforcement officers, firefighters, and EMS crew members.

Designates specific State departments to notify the Governor: Department of State Police for law enforcement, Office of State Fire Marshal for firefighters, and Department of Public Health for EMS crew members.

Clarifies that the law does not require removal of existing flags or physical modifications to State facilities to comply with half-staff display requirements.
