Beginning January 1, 2018, the State Board of Education must implement a program and adopt rules allowing temporary staffing firms to contract with school districts to provide substitute teachers for elementary and secondary public schools.

Substitute teachers provided by staffing firms must comply with all state laws, rules, and screening requirements applicable to other substitute teachers and receive the same wage scale as non-staffing firm substitute teachers.

School districts are not required to use temporary staffing firms to hire substitute teachers.

School districts are prohibited from contracting with temporary staffing firms to circumvent collective bargaining agreements or state laws, rules, and screening requirements for teachers.
