HB3030 - Digital Fair Repair Act

• Original equipment manufacturers must provide diagnostic and repair documentation to independent repair providers and equipment owners on the same terms and timeframe as authorized repair providers receive them, at no charge or on equivalent conditions.

• Manufacturers must make replacement parts and service parts available for purchase by owners and independent repair providers on fair and reasonable terms, including embedded software updates.

• Manufacturers must offer diagnostic repair tools with equivalent capabilities to those available to authorized repair providers, sold to owners and independent repair providers at fair and reasonable terms.

• Independent repair providers must notify equipment owners in writing before service that repairs by non-authorized providers may affect warranty coverage and that the Magnuson-Moss Warranty Act governs warranties.

• The Attorney General enforces the Act through injunctions and civil penalties up to $500 per violation, with an outreach program required to inform consumers, repair providers, and manufacturers of their rights and responsibilities; motor vehicle manufacturers are excluded from the Act's requirements.
