Requires email address to be collected on vehicle title and registration applications if available, alongside existing name, residence, and mail address requirements.

Allows vehicle owners to designate a beneficiary on the title application form who will receive ownership of the vehicle upon the owner's death.

Permits the Secretary of State to send insurance verification requests to vehicle owners electronically or by U.S. mail, changing prior language that specified mail only.

Changes "mails" to "sends" in Section 7-604 regarding insurance verification requests to accommodate electronic communication methods.

Establishes an expedited title issuance process with a $30 additional fee for applications delivered by express mail or hand delivery to the Vehicle Services Department in Springfield, with same-day or next-day processing.
