Changes reporting frequency from semi-annual or annual to quarterly for certain campaign finance reports.

Increases the threshold for reporting independent expenditures from $3,000 to $5,000 in aggregate value during any 12-month period.

Removes limitations on campaign contributions for political party committees during primary election periods and eliminates provisions concerning statements of nonparticipation that became ineffective July 1, 2013.

Requires the State Board of Elections (rather than county clerks) to provide and track Code of Fair Campaign Practices documentation for all candidates.

Provides that certificates of registration for business entities shall be electronic and removes references to the now-repealed Task Force on Campaign Finance Reform.
