Extends record retention requirement for political committee treasurers from 2 years to 6 years for contributions and expenditures made after the bill's effective date.

Modifies legislative caucus committee contribution restrictions so General Assembly candidates may accept contributions from only one legislative caucus committee during primary election cycles (rather than all election cycles).

Allows candidates to exceed contribution limits if the State Board of Elections determines that a public official, candidate, or their immediate family contributed or loaned more than $250,000 (statewide office) or $100,000 (other offices) in the 12 months before an election.

Adds civil penalty authority for the State Board of Elections to enforce independent expenditure disclosure requirements and changes Board judgment timeline for complaints filed within 60 days of an election from 7 days to before the election date.

Moves election interference provisions (prohibiting use of public funds for campaign purposes) to Article 29 of the Election Code and establishes penalties of Class B misdemeanor for first violation and Class A misdemeanor for subsequent violations.
