HB3050 Summary

• Department of Transportation shall develop a statistical analysis program by March 31, 2018 for municipalities and counties operating automated traffic law enforcement systems to assess safety impact at each intersection.

• Municipalities and counties must follow annual reporting guidelines prescribed by the Department and submit annual reports containing crash data, traffic data, and other relevant information to the Department.

• Department shall publish submitted reports on its website within 30 days of receipt from municipalities or counties, and reports must contain precise numbers rather than averaged or approximated data.

• If statistical analysis for 36 months following system installation shows increased accident rates at the intersection, the municipality or county must conduct additional studies to determine cause and take necessary action to reduce accidents.

• Bill applies only to Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties and municipalities located within those counties; effective January 1, 2018.
