• Provides supplemental general State aid grants to school districts with high concentrations of low-income students, using tiered formulas based on poverty concentration levels and per-pupil amounts.

• Requires Average Daily Attendance calculation using the best 3 months of student attendance data, with special provisions for year-round schools, part-time students, kindergarten, and e-learning programs.
