Expands cottage food operation definition to allow production of homemade food and drink beyond the previously limited list of non-potentially hazardous items.

Establishes a prohibited foods list (subsection 1.5) including meat, poultry, seafood, dairy, eggs, certain pies, garlic in oil, canned foods, sprouts, certain produce, and alcoholic beverages.

Allows cottage food operations to sell at farmers' markets or on-farm where agricultural products are grown, with direct consumer delivery permitted for locally-grown main ingredients.

Removes the $36,000 annual gross receipts cap for cottage food operations, allowing unlimited sales volume.

Requires registration with local health departments and a Food Service Sanitation Management Certificate; permits State-certified local health departments to charge up to $25 registration fee and conduct inspections upon complaints or foodborne illness outbreaks.
