Amends the Illinois Election Code Section 20-1 to reclassify American Samoa as part of the territorial limits of the United States for voting purposes.

Moves American Samoa from the exclusion list (which includes the Canal Zone and Trust Territory of Pacific Islands) to the inclusion list (which includes Puerto Rico, Guam, and the Virgin Islands).

Allows military and naval service members, their spouses, and dependents stationed in or residing in American Samoa to be eligible to vote by absentee ballot in Illinois elections.

Takes effect immediately upon becoming law.
