Establishes regulatory framework for vehicle protection products (protective chemicals, devices, systems, or services installed on vehicles to prevent loss or damage) under Illinois Insurance Code Section 155.39.

Requires vehicle protection product warranties to be covered by warranty reimbursement insurance policies issued by authorized insurers and classifies warranties as express warranties, not insurance.

Excludes fuel additives, oil additives, and other chemical products applied to engines, transmissions, or fuel systems from the definition of vehicle protection products.

Amends the Service Contract Act to clarify that vehicle protection product warranties included at no separate charge with product purchases are excluded from service contract regulation.

Permits service contracts to provide coverage for incidental costs (rental charges, deductibles, replacement vehicle costs, registration and inspection fees) when vehicle protection products fail to prevent loss or damage as warranted.
