Amends Section 3-9 of the Illinois Public Aid Code regarding claims against the estates of deceased Aid to the Aged, Blind, or Disabled (AABD) recipients.

Prohibits the State from enforcing claims against life insurance benefits or proceeds provided by the U.S. Department of Veterans Affairs to the surviving spouse of a deceased recipient, subject to federal approval.

Maintains existing protections preventing State claims against real estate occupied as a homestead by the recipient's surviving spouse or defined relatives.

Preserves the Illinois Department's authority to defer or waive enforcement of estate claims when the deceased recipient is survived by a dependent spouse and minor children, or when deferment would facilitate self-support and prevent return to public aid dependency.
