Clarifies that appointed board members filling vacancies serve until a successor is elected "to serve the remainder of the unexpired term" at the next regular election.

Specifies that when a vacancy occurs with less than 4 months before a scheduled consolidated election and the vacating member's term is not expiring at that election, the appointed member's term extends through that election and until the next consolidated election.

Modifies the vice-chairman's duties to explicitly state they perform the chairman's duties when there is a vacancy in the chairman's office or in case of the chairman's absence or inability to act.

Clarifies the process for appointing a chairman pro tempore when there is a vacancy in both the chairman and vice-chairman offices or when both are absent or refuse to perform duties.
