Amends the Prevailing Wage Act to exempt public works projects with a total cost of $20,000 or less from prevailing wage requirements, provided the project is a "stand-alone" project with no additional work planned within 24 months.

Requires public bodies using the waiver to notify the Department of Labor within 60 days of commencing the project using a form provided by the Department.

The notification form must include the project description, number of employees, project cost without prevailing wage standards, project cost with prevailing wage standards, and other information the Department deems appropriate.

Directs the Department of Labor to submit annual reports to the Governor and General Assembly no later than January 31 of each year beginning in 2019, detailing the number of waivered projects, total employees involved, and comparative costs with and without prevailing wage standards.

The waiver is available only to the extent permitted under federal law and regulations, and takes effect immediately upon enactment.
