Requires LINK cards (electronic benefits transfer cards for SNAP and cash benefits) to contain the name and photo of the primary cardholder beginning January 1, 2018.

Permits primary cardholders to optionally include names of secondary cardholders authorized to use the card.

Restricts card use to the primary cardholder if their photo matches, or to secondary cardholders who present current valid photo identification confirming their authorized status.

Mandates the Department of Human Services begin transitioning to photo-enabled LINK cards upon the effective date, with completion required by January 1, 2018.

Takes effect immediately upon becoming law.
