Amends the Illinois Municipal Code to add Section 11-20-17 regarding food retail vehicles in food deserts.

Requires the City of Chicago to waive all permit, registration, licensing, and operating fees for vehicles designed or used for retail food sales that operate in food deserts.

Defines "food desert" as the United States Department of Agriculture's classification of a low-income census tract where residents have low access to a supermarket or large grocery store.

Prohibits the City of Chicago from regulating such vehicles in a manner inconsistent with this provision and establishes this as a limitation on the city's home rule powers under the Illinois Constitution.
