Increases the maximum loan amount for ambulance purchases from $100,000 to $200,000 for fire departments, fire protection districts, and non-profit ambulance services under the Illinois Finance Authority's ambulance revolving loan program.

Establishes a continuing annual appropriation from the Ambulance Revolving Loan Fund to the State Fire Marshal for payment to the Authority, contingent on an intergovernmental agreement between the Authority and State Fire Marshal.

Maintains zero-interest and low-interest loan provisions based on need as determined by the State Fire Marshal, with repayment periods not exceeding 10 years.

Requires borrowers to repay at least 5% of the principal amount annually or the remaining loan balance, whichever is less, with all repayments deposited back into the Ambulance Revolving Loan Fund.
