Illinois Commerce Commission shall issue bi-annual reports to the General Assembly beginning April 1, 2018, regarding nuclear power plant decommissioning in the state.

Reports must include information on decommissioning trust funds collected by the Commission, number of plants decommissioned per reporting period, and funds expended on decommissioning.

Reports shall address upcoming or future decommissioning issues and any other relevant information the Commission deems necessary.

Amends the Public Utilities Act to establish requirements for nuclear decommissioning trusts, including "tax qualified" and "non-tax qualified" trust accounts funded through utility customer rates.

Trust assets must be held separately and invested prudently, with distributions limited to decommissioning costs, administrative expenses, and taxes; excess assets are refunded to customers.
