Extends deadline to pay inspection fees from 60 days to 60 days after notice from the Department before the Department can prohibit use of commercial weighing or measuring devices.

Changes penalty collection process for administrative monetary penalties of $2,500 or greater from 60 days to 120 days after notice before submission to the Department of Revenue for collection under the Illinois State Collection Act of 1986.

Shifts responsibility for collecting unpaid penalties from the Attorney General's office to the Department of Revenue for enforcement under the Illinois State Collection Act of 1986.

Authorizes the Department to prohibit use of commercial weighing or measuring devices for failure to pay administrative monetary penalties within 60 days of notice from the Department.

Amends the Weights and Measures Act regarding inspection fees and administrative penalties for violations.
