Amends the Illinois Pension Code Section 7-137 to establish eligibility rules for municipal employees to participate in the Illinois Municipal Retirement Fund (IMRF).

Excludes part-time elective office holders from automatic IMRF participation unless they held office before the effective date of this act and file a written election to participate; defines part-time office as requiring less than 1,000 hours of duty per year.

Allows county board members first elected before the 99th General Assembly's effective date to participate if they elect to do so in writing, file required timesheets, and their county board passes a resolution authorizing participation.

Prevents newly elected county board members (first elected after the 99th General Assembly's effective date) from participating in IMRF regardless of election.

Maintains existing exclusions for employees working less than 600 hours annually, city hospital workers, and certain other categories unless they file written elections to participate.
