Amends the Illinois Public Labor Relations Act by adding Section 7.3 regarding collective bargaining agreements for public employee health insurance.

Prohibits public employers from being required to negotiate collective bargaining agreements that mandate employer contributions exceeding 95% of public employee health insurance costs.

Applies to any collective bargaining agreement negotiated on or after the effective date of this amendment.

Defines "public employee" to include employees under Section 3 of the Act as well as security employees, peace officers, firefighters, and teachers employed by the State.

Takes effect immediately upon becoming law.
