HB3127 Summary

• Exempts all property used exclusively for public or conservation purposes belonging to forest preserve districts (organized under the Downstate Forest Preserve District Act) or conservation districts (organized under the Conservation District Act) from property taxation.

• Requires drainage districts to obtain approval from the board of commissioners of a forest preserve district or board of trustees of a conservation district before taking any action regarding property owned or operated by these districts.

• Defines "action" to include drainage district actions under specified sections of the Illinois Drainage Code and the exercise of eminent domain powers.

• Allows "approval" to be granted either by majority vote of the respective board or through an agreement under the Intergovernmental Cooperation Act between the drainage district and forest preserve or conservation district.

• Takes effect immediately upon becoming law.
