Amends the State Prompt Payment Act to expand the definition of "goods or services furnished to the State" to include prevention, intervention, or treatment services and supports for youth provided by a vendor through a contractual grant agreement

Adds that a vendor under this expanded definition includes community-based organizations licensed to provide services for persons with developmental disabilities, mental illness, and substance abuse problems, or that provide services for youth

Defines "proper bill or invoice" to include invoices issued under a contractual grant agreement that contain information necessary for processing payment as specified by State agencies and adopted rules

Changes references from singular "item" to plural "items" to reflect the addition of the new category of youth services
