IL HB3148

Requires municipalities, townships, and counties with building codes to post a large red "X" (minimum 2 feet by 2 feet) on the front of buildings determined to be dilapidated structures by the designated building code enforcement officer.

Authorizes police officers and firefighters who discover dilapidated structures during their duties to post the red "X" notice and immediately notify the building code enforcement officer.

Requires the designated building code enforcement officer to examine any structure marked by police or firefighters within 24 hours and determine whether the building is actually dilapidated and if the red "X" should remain.

Defines "dilapidated structure" as any residential or commercial building meeting the local government's definition of a dangerous or structurally unsound building found in the building code.

Limits home rule powers by requiring all units of local government to comply with these posting requirements in a manner consistent with the Act.
