Amends the Illinois Pension Code Section 16-158 regarding Downstate Teacher Retirement System contributions for school years 2018 through 2021.

Excludes salary increases from overload work (including summer school) when calculating employer contributions for salary increases exceeding 6%, provided the school district certifies that the overload work is for classroom instruction beyond the standard full-time teaching load.

Requires that salary increases from overload work be equal to or less than the rate of pay for classroom instruction computed on the teacher's current salary and work schedule.

School districts must obtain System approval of their certification that the conditions for exclusion are met before the exclusion applies.

Takes effect immediately upon becoming law.
