IL HB3161

Amends the Alcoholism and Other Drug Abuse and Dependency Act to add Section 5-10 establishing comprehensive departmental functions for alcohol and drug abuse prevention, intervention, treatment, and rehabilitation services.

Requires the Department to design and coordinate statewide community-based services, develop annual comprehensive state plans, and coordinate strategy among state agencies for substance abuse prevention and treatment.

Designates the Department as the exclusive state agency to accept and expend public and private funds, federal grants, and other monies for alcohol and drug abuse services.

Adds Section 20-30 requiring the Department to create and maintain a public awareness website on heroin and prescription opioid abuse including warning signs, parent discussion guidance, treatment options, toll-free referral services, and downloadable resources.

Requires the Department to adopt rules necessary to implement the opioid prevention and public awareness website provisions.
