• Requires the Department of Financial and Professional Regulation to establish a service dog license program for dogs acting as service dogs.

• Service dogs must respond to commands with 90% accuracy on first ask in all public and home environments, including basic obedience and skilled tasks.

• Service dogs must be trained to perform at least 3 tasks to mitigate the client's disability and meet Assistance Dogs International minimum standards.

• Service dogs must wear identifiable equipment in public (cape, harness, backpack) with a clear logo and carry a laminated identification card with photographs of the dog and client.

• Service dogs must be spayed/neutered, have current vaccinations, and meet all applicable standards and laws prior to placement.
