Authorizes the Department to adopt rules implementing the restorative practices training, including determining the length, frequency, and curriculum of courses.

Maintains existing requirements that Department personnel possess skills to assess, engage, educate, and intervene with youth in ways appropriate for successful outcomes for youth and their families.
